i'm not to clear on the question. do you mean do i have a specific example of the government taking appropriate steps to make a contracted business accountable? no.
if you mean can i explain a bit more, yes i can. government contracts, once given to a contracter, are paid with tax money...my opinion is that the companies that get them need to be accountable to the taxpayers for that reason. a contracter that drags a job out to get more money or that doesn't complete the job and says they did, or that does the job poorly - should owe backpayments to the government/taxpayers and possibly be tried for fraud. i don't think we have a solid enough system in place to ensure this.
